Let me start this post by saying the most important thing: you don’t have to be a resident of Mexico to get married there. Two foreigners can get married in a country with a passport, tourist visa, and minimum amount of paperwork.
Same-sex marriage is legal in Puerto Vallarta and Riviera Nayarit along with Mexico City and 18 of the 31 states. These marriages are recognized nationwide (even in states where same-sex couples cannot marry) and by various federal departments and organizations like medical insurances, banks, etc.
1.- Marriage format filled at the Registro Civil Office.
2.- Go to the pre-marriage course at the DIF offices, they will give you a proof document that you must present at this office. tel. of dif. 22 5 99 36 to 40.
3.- Certified birth certificates before the civil registry of the couple, recent, no longer than one year (no extract, ask for it in a picture applies only for Jalisco certificates) + 2 simple copies of each. In case of being a foreigner, present: recent birth certificate and/or naturalization apostilled or legalized according to your country, translated into Spanish with the authorized experts within Puerto Vallarta, and identify yourself with your passport and legal copy.
4.- Travel Permits: Original copies of the tourist permit which was completed at the port of entry or another resident permit (visa, FM3, FM2, etc)
5.- Medical certificate (the validity of the same must be within 15 natural days from the date of your marriage). Signature and professional certificate of the issuing doctor.
6.- Clinical analysis (blood group and v.d.r.l.) the validity of the clinical result must be within 15 natural days from the date of your marriage, such analysis must contain the signature and professional certificate of the doctor.
7.- Copy of the identification of the couple and 02 witnesses. (INE, passport, or driver’s license) current, on a single sheet, office size all of them.
– Is important that in all your documents your names are in accordance with your birth certificate and or naturalization letter if not so, they will not be received and therefore your marriage will not be celebrated
– In case of being divorced and/or widowers, must present their original death or divorce certificate with a validity of no longer than one year, in the case of divorces they have completed the term of law. (if you do not present any document, your marriage will not be celebrated.
– In case of opting for the marital partnership or separation of assets regime and/or have property assets, you should go to a public notary and make marriage capitulations with a public deed number. If you do not have assets of separation, in the case of separation. goods, Registro civil office will make you a contract of agreement.
– Go with unlimited time on the day of your wedding, if it will be celebrated at the Registro Civil Offices.
– Both the couple and their witnesses must arrive at the time cited or your marriage will be canceled.
– The Registro Civil Offices celebrates weddings from Monday to Thursday and at a venue from Monday to Sunday.
– If you wish to celebrate your marriage at a venue, notify us with timely, the day, and place and time to schedule, always and when corresponds to this municipality of Puerto Vallarta.
– Payment of duties for at a venue marriage $ 1040.00 MX, plus regime, plus + travel allowance for the official. (around a total of $2,958MX) If you marry in the office, you will only pay the type of regime you choose.

01. MARRIAGE FORMAT EXAMPLE
As of the day that I’m writing this post, for foreigners, there is no obligation to take the course that is mandatory for Mexicans, as the course is available only in Spanish. Anyhow you must pay for the certificate that will cost you $600 MX, (the price is cheaper for locals). You must show them your and your partner’s ID and give them a copy of each.
If you are curious about what is said on the two to three hours long course these are the main topics;
Legal Society (Partnership); equivalent to community property laws in the United States.

This is the difficult part of the process, as a foreigner, you must bring the original pieces of all your documents, and a translation of them notarized by the Mexican government is done by an approved translation. They must also have an Apostille stamp done in your country, which authenticates them. The process for this stamp can vary depending on your city; check your government’s regulations for confirmation.
Note for Canadians: Canada isn’t part of The Hague international convention, so is not a signatory to the international Apostille convention, and the procedures do not apply there. You will need instead of a notarization procedure for legal documents at the Foreign Affairs Ministry and then at the closest Mexican Consulate to your home.
Finally, after the marriage, you will get a Mexican Marriage Certificate, ‘Acta de Matrimonio’ as is called in Spanish, that you will need to certified with an international apostille on Mexico, and then the translation by a translator approved by your government, and then filed officially in the documents of your local jurisdiction in your home country
Your visitor’s permit, obtained at your port of entry or, if you’re resident in Mexico, a copy of your resident permit. It is especially important that in all your documents your names are in accordance with your Birth Certificate, if not, they will not be received and therefore your marriage will not be celebrated.
The Prenuptial Medical Certificate may vary. However, this is the basic structure:
You must go to an official medical laboratory to get a test that documents the blood type of the spouses and certifies that they have no chronic diseases with no viable treatment, as well as contagious or hereditary diseases. it must be done in México (as needs to be in Spanish) and must be on the 15 days prior to the date of your marriage.

You will need to show the originals and a copy of your two witnesses, your partner, and your IDs and Valid passport, preferably printed all on the same page on legal-size paper.
Although is not an intricate process as you can see, there is a lot of paperwork to do, so I recommend you to do it only if it is SUPER meaningful to you.
